Terms of arrival.
A page for a community, a commons, a parish, a village or a nation to write what it asks of people who wish to arrive, in its own words. It records what you ask. It does not replace your laws, customs or protocols, it grants nothing until you say so, and it is not legal advice. Nothing you write here is sent anywhere.
If your nation has its own protocol, law or consultation process, use that. This sheet is for what is not already written elsewhere.
1. Who is writing this, and for what place.
Name the community or body, the area it covers, and how this was agreed (a meeting, an assembly, a council). Date.
2. What we ask first.
Who a newcomer speaks to first, in what language, and how. What we do not want: unannounced visits, photographing, looking for parcels.
3. What we welcome.
People, skills and work we are short of, and for how long.
4. Where the answer is not here.
Land that is not for sale or transfer, housing kept for local households, places and practices that are not for visitors.
5. How we decide, and who.
The assembly, council or committee; how long it takes; what “yes”, “not yet” and “no” look like; whether we owe an explanation.
6. What arrivals owe.
Labour, language, taxes or dues paid here, a share of the commons, a period of residence before standing.
7. What we owe arrivals.
Honest information, one named role to speak to, a fair hearing, a route to standing.
8. Land and housing.
What is held in common; who holds first claim; rents; what may be resold and to whom; what returns.
9. If it does not work.
How someone leaves; what happens to what they built; how disagreements are heard.
10. Review.
When we will read this again, who can ask for it to be reopened, and who keeps the paper.
